Alejandra Terrazas Del Val was found dead Friday morning in Culiacan, Mexico 
The 17-year-old was outside a car trapped in the middle of a flood when she was swept away and fell into an open sewer hidden under the water
CCTV camera caught the frightening moment the high school volleyball player was trying to grab another person's hand before she current dragged her away
Residents said the sewer had gone uncovered for three years and that complaints to have it repaired went unanswered 
Culiacan mayor Jesus Estrada Ferreiro accepted responsibility for the tragic death and said he would have sent someone to fix the hole.
