The Gulf Cartel is a drug cartel based in Mexico, although in its beginnings, the main activity of the organization was the smuggling of liquor to the United States during the prohibition era in the country in the 30s, being the oldest criminal organization in the country. Its base of operations is located in Heroica Matamoros, Tamaulipas, Mexico, which in turn borders the city of Brownsville, Texas, United States.
