Authorities say the chase involved Ryan Phillips, the primary suspect in the death of Delisha Evans, who had been reported missing in Collin County, Texas. Investigators tracked Phillips’ vehicle to Missouri after issuing a missing person alert and using license plate reader data to locate him.
