New Orleans police have released footage showing a special operations officer firing a single shot at a man who allegedly held a woman hostage at gunpoint inside a barricaded gas station on Halloween night.

The suspect, 54-year-old Emmanuel Harris, remains hospitalized and is reportedly paralyzed from the waist down following the incident. The confrontation was the culmination of a series of violent and erratic actions captured on both police and surveillance cameras.

According to police, although Harris did not fire his weapon, he allegedly brandished it at a motorist during an attempted carjacking before entering a gas station and convenience store at the intersection of North Galvez and Canal Street at around 8:30 p.m.

Surveillance video shows Harris moving behind the counter, throwing items, and pointing his gun while two employees escaped the area. He then barricaded himself behind shelving and a stool, crouching and aiming his weapon from behind the makeshift barrier. Moments later, he jumped over the counter and allegedly aimed his gun at a female employee hiding near the freezers.

At that point, senior officer Aaron Muse, a six-year veteran assigned to the Special Operations Division, fired one shot, striking Harris in the shoulder.

Following the incident, Officer Muse was temporarily reassigned but has since returned to full duty. The use of force is currently under investigation by the Public Integrity Bureau’s Force Investigation Team, and oversight bodies including the Independent Police Monitor and federal consent decree monitors have been notified.

Police stated that the release of the footage is in line with current policy governing critical use-of-force incidents, a practice that will continue even after the department exits federal oversight.
